SACRAMENTO POLICE DEPARTMENT HISTORY


The beginning of Sacramento was turbulent. It was founded during a time when a majority of the population lived by the saying "every man for himself".

By 1849, the city had quickly grown from the small settlement at Sutter's Fort to a town with a population of roughly 10,000. The discovery of gold nearby had brought people from all over the country to Sacramento. With this rapid increase of population brought all the crimes of a Wild West town. In the summer of 1849, the city of Sacramento experienced it's first lynching when a man by the name of Roe was convicted of murder by a citizens' committee and was immediately hung. Later that year on August 1st the city of Sacramento was founded when the first meeting of the common council was held. N.C. Cunningham was appointed as the first city Marshall(the position now known as Chief of Police) and enlisted two deputies  to uphold the law. 

At the time, the city did not have a building to use as a Police Station or Jail, so the ship LeGrange was docked at the foot of H street and served as the Police Station and Jail. 

Because of the gold rush, within 3 years of Sacramento's founding the population had grown from 10,000 to over 150.000. At that time there were only 6 Police Officers to patrol the entire city. Even with small number,  these 6 officers managed to stop one of the most ambiguous murder plots in history. 3 men were planning to kill 55 of Sacramento's wealthy men for their money. The Officers were able to catch two of the killers after the first murder took place. The men were later hung for their crimes. 

By 1913 the Sacramento Police Department had grown and now employed 36 Officers that patrolled by foot and bicycle. The average bicycle beat covered about one half of the city. At that time, Officers did not have radios, they communicated by a network of special "call boxes" placed throughout the city. 

In 1917, the city's population had declined to 90,000 and the Department employed 100 Police Officers. Between 1913 and 1917 the Sacramento Police Department had moved into the new Hall of Justice building at 6th and I Streets and now used automobiles as a tool in their Police work. The Department also developed a Detectives Bureau and possessed one of the country's top finger printing bureaus.

The Sacramento Police Department now has 799 sworn Peace Officer positions and provides citywide special response and enforcement services and is comprised of SWAT, K-9, Parole Intervention Team, Reserve Officer / Special Events, Alarms, Licensing and Permits, ABC, Traffic Enforcement, DUI, Major Collision Investigations, Air Support, Court Liaison, and Regional Transit Police Services.

The following are public reports made by the Sacramento Police Department

Suspicious Vehicle, Northview Dr / Nordyke Dr, 1357,
While officers were checking the area for a robbery suspect, they contacted an unrelated subject, Deandre Reed, 27, who was found to be a parolee at large.  He was booked on his warrant without incident

- Subject Stop, Traction Ave / Plaza Ave, 1222,
Officer contacted Carlos Silva, 41, during a bike stop.  His ankle monitor had been removed and was booked on a parole violation

- Attempt Pick Up, 3800 block of Willow St, 1320,
Officers coordinated with State Parole Units in attempt to locate a possibly armed suspect.  Upon entry, multiple subjects were detained inside the home.  Two of those subjects were found to have parole violation warrants.  A third subject had a felony warrant.  All three were taken into custody

- Attempt Pick Up, May St / Grand Ave, 1918,
Police contacted and arrested Tomas Norse, 29, on outstanding warrants as he was attempting to leave in his vehicle.

- Robbery, 3000 block of Bridgeford Dr, 1952,
Victim was walking when he was approached from behind by a male Black adult armed with a handgun.  The suspect took the victim's I-Phone then fled in a tan colored sedan occupied by two other male Black adults.

- DUI, Natoma/Northgate, 2031,
A caller advised a vehicle struck a pole and the driver was possibly intoxicated.  The driver, Alyssa Sanchez, 18, was determined to be under the influence and was booked for DUI.

- Assault, 1700 block of Auburn Blvd, 1700,
Victims got into an argument with a known subject, Gary Dupont, 34 who was making threats and swinging a knife.  One victim was able to fend off Dupont with a small baseball bat until police arrived.  Dupont was arrested for assault with a deadly weapon and threats.

- Sexual Assault, 100 block of Dragonfly Cir, 0015,
Police were called regarding a sexual assault between two juveniles.  The 17-year-old was arrested without incident.

- Stabbing, 1300 block of Del Paso Blvd, 0154,
Police were called to a large fight of approximately 20 people where subjects were using various objects as weapons.  Two subjects were stabbed during the incident.  Their injuries were non-life threatening.

- Burglary, 1500 block of W El Camino Ave, 0510,
Police responded to a ringing alarm call at a gas station.  The suspect entered though the roof and took items.  The suspect was described a male White.

- Robbery, 12th St / E St, 1303,
Victim was leaving a convenience store when he was confronted by a subject in a vehicle that took is money via gun point.  A license plate was given to police for follow up.  The suspect was eventually contacted and interviewed.  It appeared the victim and the suspect were known to each other and this was a disagreement over payment involving drugs

- Burglary, 6500 block of Blanche Dell Dr, 1305,
Victim was called by a neighbor advising subjects were breaking into his home.  As the victim arrived, a subject was seen fleeing from his front door as two others fled out of the back.  The victim was able to detain one of the intruders.  As he was doing so he heard the sound of gunfire from behind his home.  Officers arrived and took custody of the 15-year-old suspect.  Casings were later found in the path of the other fleeing burglars. 

- Assault on on Officer, 4600 block of Broadway, 0857,
Police responded to a call of a suspect, (Linda Anderson, 55) refusing to leave a business. While contacting Anderson, the officer obtained her identification. Anderson lunged for her ID back and a struggle ensued.  The suspect was eventually detained, but not before striking the officer in the face with her hand.  The officer obtained a small cut on his chin.

- Stolen Vehicle, 8th Ave / 41st St, 0830,
Police spotted two subjects getting out of a parked car, which came back as stolen.  As the officer attempted to detain the pair, the driver fled a short distance.  The suspect eventually stopped and was arrested for possession of a stolen vehicle.

- Assault, 6400 block of Stockton Blvd, 1155,
Police assisted security who was dealing with a large fight in a business parking lot.  There were initial reports of a subject having a gun, but no weapon was located.

- Casualty, 1200 block of P St, 1538,
Officers conducted a welfare check on a subject who was reported missing.  Officers located the missing person deceased in his apartment.  There were no signs of foul play.

- Probation Search, 1700 block of F St, 1535,
Officers conducted a probation search of suspect Leslie Gamble, 26, who was found to be in possession of methamphetamine and a narcotics pipe.  She was arrested without incident.

- Sex Assault Report, 2300 block of Stockton Blvd, 1835,
Officers took a sexual assault report involving two juveniles and a family member.  The investigation is ongoing.

- Attempt Pick Up, 4100 block of 33rd St, 1904,
Police located and arrested Armando Heredia, 34, with the assistance of police K9.  Heredia was found hiding inside of a bathroom.

- Shooting, 2800 block of J St, 0205,
Police were called to a gas station that was filled with cars.  An employee called 9-1-1 advising a male, Black adult with dreadlocks was firing a gun from the passenger's side of a dark blue Maxima or Altima.  The suspected parties fled the area prior to police arrival.  There were no reports of injury.

- Suspicious Subject, 8300 block of La Riviera Dr, 0305,
A female called advising that she awoke to a stranger in her bedroom.  The suspect was described as a male, Black 19-years-old.  The victim's son was able to detain the suspect until he police arrived.  The subject was intoxicated and entered into the wrong home.

- Assault, 15th St/F St, 0041,
Two male victims were walking when they were confronted by two other men.  One of the subjects called the victim sexually derogatory names and began to physically assault him.  The suspects then fled the area in a black colored SUV.  The victim sustained minor injuries.

- Burglary, 100 block of Ferncliff Ct, 1022,
Victim called police advising his house was burglarized.  CSI was called to process the scene and a report was taken.

- Theft, 4100 block of Sea Drift Way, 1532,
Victim advised someone grabbed his money from out of his hands and fled in a tan, older model Ford T-Bird.  The victim was not located by officers upon their arrival.

- Warrant Arrest, 1900 block of Newport Ave, 1634,
Officers received information that a known subject had a warrant for his arrest.  Officers contacted and arrested the 17-year-old outside of his home without incident.

- Shooting, 100 block of Monaghan Cir, 2013,
The 17-year-old victim was standing outside with two acquaintances when a white colored pickup truck drove by and fired several rounds towards them.  The victim was struck multiple times as well as a vehicle parked next to them.  The victim suffered non-life threatening wounds.  Gang Enforcement Officers responded to assist in the investigation.

- Assault, 2100 block of Meadowview Rd, 2254,
Victim advised her mom and her boyfriend got into argument and decided to intervene.  The boyfriend alleged the son pulled a knife on him so he choked him out in self defense.  Based on physical evidence the boyfriend was arrested for assault against the son.  All parties had been drinking.  Arrested was Miguel McGrigg, 32.

- Traffic Accident, 7200 block of Greenhaven Dr, 0421,
While handling a call for service, an unrelated subject backed into an officer's patrol vehicle, causing minor damage.  The other party was intoxicated and arrested for DUI.

Bail Bondsman Accused Of Offering His Services For Sex

SACRAMENTO (CBS13) – A Sacramento-based bail bondsman has been accused of offering to get women out of jail in exchange for sex.
Ken Waters was in no mood to talk to CBS13 or show his face Tuesday night when we approached him at the Roseville city jail, but he’s been in front of the cameras before, including in a CBS13 interview a few years ago.
CBS13 asked him “Did you solicit some of your clients for sex Mr. Waters?” as a woman tried to stop us and he tried to block our camera.
So instead of turning himself in, he took off.
State and local investigators searched his Sacramento business office Tuesday. According to the Department of Insurance, his license was revoked in 1995, but his license is currently listed as active.
El Dorado County sheriff’s detectives say this investigation started after discovering concerning phone recordings at the jail between Waters and his clients.
Investigators say Waters took advantage of multiple victims during the past year.
Stacy Correa with One Way Bail Bonds said she doesn’t know Waters but finds the allegations very disturbing.
“I’m just shocked over the charges,” she said. “It puts a bad taste in everyone’s mouth for the whole industry.”
We learned that Waters did turn himself in after we left. He is facing charges of soliciting prostitution and an illegal bail transaction.

Sacramento Burglary Suspects Caught On Own Surveillance Video



SACRAMENTO (CBS13) – Two burglary suspects have been arrested and investigators have a good description of the third after they were all caught in the act – on their own surveillance camera.
Neighbors in the 3000 block of Tamango Way in the Rosemont neighborhood can’t help but talk about it.
“Honestly, it’s a laughable thing,” one said.
“It just blew us away,” said another, Steve Clark
They can’t believe what two suspects already behind bars along with this mystery guy still on the loose are accused of doing.
“We’ve had our problems here in the neighborhood,” Don Nelson said.
Neighbors say it’s a two-hour burglary caught on tape, not by other neighbors, but captured by the suspects’ own surveillance cameras.
Thousands of dollars worth of merchandise were taken from the home on Tamango Way on April 22.
“Eight thousand dollars worth of stuff out of their home,” Clark said.
Last month, the victim, Tammy, who asked not to reveal her last name, said she and her husband were away on a camping trip when they were hit by the burglary trio, who took almost everything of value they had.
“They took all of our computers,” Tammy said. “Everything, everything.”
Eyewitnesses tell CBS13 that the suspects were so bold they used garbage cans to steal their neighbor’s property. Investigators say the suspects walked the goods right across the street to their own home and it was all captured on their home surveillance camera.
Don Nelson says the garbage cans rolling and back and forth 5:30 in the morning woke him up, so he called 911 and told them the suspects were his neighbors.


“Doesn’t happen that time of day,” Nelson said.
After getting a search warrant, investigators found the stolen goods and the video.
They were able to track down and arrest two people seen on tape, Tony Lewis and Kimi Crawford, both 35, but the third unidentified guy was nowhere to be found.
He is described as a light-skinned male, believed to be about 5-foot-10 with a slender build, between his late 20s and mid-30s.

Sheriff’s Deputy Arrested on Narcotic Charges

Earlier this morning, a 23-year veteran of the Sheriff’s Department was arrested and booked into the Sacramento County Main Jail on narcotics charges. Kelly Smith, 43, was charged with unlawful possession of a controlled substance, obtaining a controlled substance by fraud or deceit, and unlawful use of personal identifying information of another. Smith was later released from custody after posting bail.
On March 31, 2012, investigators within the Sheriff’s Department learned of alleged misconduct by Smith. An investigation was immediately initiated, and Smith was placed on administrative leave. Further investigation by the Sheriff’s Department’s Professional Standards Division resulted in the charges that Smith was arrested for today.
Sheriff Jones stated, “Maintaining the public trust is paramount to the Sheriff’s Department. Any alleged violation of that trust is something that the Sheriff’s Department will aggressively investigate and take appropriate action.”
Both the administrative and criminal investigations into these allegations are ongoing and, as such, no further information can be given at this time. More information regarding these investigations will be released if and when it becomes available.

WHAT WILL I NEED WHEN CALLING A SACRAMENTO BAIL BONDS?

Lately I have been receiving a lot of calls from people who are unfamiliar with bail bonds and the bail bonds process. So I am going to take some time to explain bail bonds as thoroughly as I can. Hopefully this will help you in choosing a Sacramento Bail Bonds. 

First off, let's start with what are bail bonds?  
When someone is arrested and not released on O.R.(own return) they are granted bail. Usually there are only a few reasons why someone will be denied bail(Immigration hold, threat to the public safety, or accused of capital offense). But don't get confused, a judge may deny the right to bail for other reasons as well. Bail is given as a way to ensure a defendants appearance in court after release. A defendant is given what is called a penal sum, this is full amount of bail due in order for the defendants release. In most cases defendants and their families can not afford the penal sum as it is usually a large amount of money. This is where bail bonds comes in. A Sacramento Bail Bonds company will post the penal sum and guarantee the defendants appearance for a fee. In California the fee is set by the Department of Insurance and is 10% of penal sum no more or less(we will get further into this later). Unless, you have hired a private attorney to represent the defendant then the fee CAN BE lowered to 8%.  

I already know what you are thinking. 10% of $50,000 is still a lot of money to come up with! This is why a few Sacramento Bail Bonds like us offer payment plans. Usually these will require a reasonable portion to be submitted as a down payment and enough collateral to secure the payments and the bond. Keep in mind, the larger the down payment the less collateral you are likely to have to give.

What do you mean collateral? 
In bail bonds this term is well known but a majority of the public does not understand what is means to give collateral. First, let me say that when we ask for real estate or vehicles as collateral we DO NOT come take the vehicles or property. Many of people I have spoke to assumed we would do just that. For real estate a temporary lien is placed on the property and for vehicles we hold on to the pink slip. Collateral is used as a means of leverage and payment(if the deal goes sour). For instance, if you bail out your son and he runs, you are much more likely to tell us where he is if your home or car is on the line. Almost anything of significant value can be used as collateral(jewelry, gold, watches, collectibles, antiques, ect.) but most of these items will need to be left in the possession of the bondsmen until the court case is finished. Don't worry, your possessions are safe. California bail professionals are required by law to handle everything including collateral at a fiduciary capacity. Also keep in mind, the more collateral you offer the better payment plan you will likely be given. Look at it from a bail bondsman's view. We(bail bondsman) are going to put ourselves on the line for $50,000 for your $5,000. Most bail agents have their house as collateral with the company they work for. When a defendant does not appear, their home is in jeopardy as well. 

I've noticed lately a lot of people are trying to shop for prices from different Sacramento Bail Bonds. The reality is your always going to pay the same price. And if you manage to find a Sacramento Bail Bonds with a price under 10% you should be concerned because it is highly illegal. What about getting the bail lowered? Sometimes this is effective but please for your sake do it with caution. In the past week I personally worked 3 cases where the defendants requested a lower bail amount and the judge in return denied their bail. Now they are stuck in jail without the chance to bond out. I always recommend posting bail as soon as possible to avoid the roll of the dice in court.

Suspicious Fire in Sacramento

Two Sacramento businesses were destroyed by flames Monday morning in a two-alarm fire that investigators are calling suspicious.

It started just before 1 a.m. in the 6900 block of 65th Street, near Florin Road, at a building that housed Galaxy Furniture and a Tool Outlet store.
It's possible that thieves started the blaze, as it appears someone tried to break into the back of the building, a store owner said.
A security door even had a hole cut in the back, the owner showed KCRA 3.
Once the flames started, they spread pretty quickly, fire investigators said.
Crews fought it defensively in part because of a dangerous 2008 blaze that was in a similar building next door.
A handful of firefighters were on the roof when it started to collapse.
"We had a mayday call on that fire," said Monte Ernst, a battalion chief with the Sacramento Metro Fire Department. "This building is almost the same building -- and almost a carbon copy fire."
Officials are still trying to determine the cause.

Shots Fired After Collision

SACRAMENTO (CBS13) – Early Saturday morning a suspect fired shots after a head-on collision at the intersection of West El Camino Avenue and Dorine Way.
At 2:45 a.m., Sacramento police responded to calls of a collision and 29-year-old Russell Grant, firing multiple rounds in random directions.
After an officer arrived at the scene, the suspect stepped out of his vehicle wielding a rifle and proceeded to approach the officer. Failing to comply with multiple commands to surrender, the officer, fearing for his life, fired at the suspect.
The suspect did not surrender until additional officers arrived at the scene.
No one was injured from the fired shots. However, the suspect was transported to an area hospital due to the collision.

Zimmerman granted $150,000 Bail

(Sacramento News 10)SANFORD, Fla. (AP) -- Attorneys for Trayvon Martin's parents say the apology George Zimmerman made on the witness stand during his bail hearing was disingenuous.
Natalie Jackson, one of the attorneys for Tracy Martin and Sybrina Fulton, made the comments Friday after Zimmerman was granted $150,000 bail. In an extraordinary move, Zimmerman took the witness stand, telling Martin's parents: "I am sorry for the loss of your son."
Zimmerman could be free in several days. Authorities and attorneys need to work out arrangements to allow Zimmerman to live outside Florida because of threats made against him and his family.
He is charged with second-degree murder and claims self-defense. Zimmerman told police Martin attacked him after he started following the teenager Feb. 26. Zimmerman says he thought the 17-year-old Martin looked suspicious walking around the gated neighborhood.

National Public Safety Telecommunicators Week

The week of April 8-14, 2012 is "National Public Safety Telecommunicators Week". This is an opportunity to honor the women and men who serve as our Public Safety Dispatchers. They are the voice at the other end of the 9-1-1 call assisting a distraught caller and at the other end of the radio when police, firefighters, and medical personnel are responding to emergency situations. Of...ten these "invisible" courageous professionals are the forgotten component of public safety.

Telecommunicators Week began in California in 1981 and quickly grew to national recognition. Just ten years later, Congress designated the second full week of each April as a time to remember the critical role that Dispatchers play in keeping us all safe.

If you've ever been the victim of a crime, been in a collision, reported a fire or needed emergency medical help, you've called 9-1-1 and been helped by a Telecommunicator, also known as a "Dispatcher". Not being visible or always recognized in the public eye, the critical role they play between the community and first responders is essential for every public safety call for service. Our Dispatchers are the direct link to our officers in the field. They monitor the radios, computers, phones, and more, answering thousands of calls from our community each year.
